| Abstract: | Este trabalho teve como objetivo analisar a relação entre a oferta e a demanda normativa de vagas de estacionamento no centro histórico de Ouro Preto, com foco no perímetro tombado pelo IPHAN por meio da integração entre técnicas de georreferenciamento e Análise de Agrupamento Hierárquico (AAH). Embora o perímetro tombado pelo IPHAN apresente ampla sobreposição territorial com a Zona de Proteção Especial (ZPE), seus limites não são coincidentes. Nesta pesquisa adotou-se como área de estudo o perímetro tombado pelo IPHAN, correspondente ao recorte espacial utilizado nas análises. A pesquisa parte do entendimento de que a morfologia urbana histórica impõe restrições à circulação veicular e à mobilidade a pé, intensificando conflitos entre estacionamento, mobilidade a pé e preservação do patrimônio cultural. A metodologia, de caráter exploratório e quantitativo, adotou os logradouros como unidade de análise. Foram sistematizados dados referentes à oferta de vagas públicas, estimada a demanda normativa de estacionamento com base no cadastro imobiliário da Receita Municipal e na legislação de uso e ocupação do solo, além da integração de variáveis físico urbanísticas, como largura das vias, declividade, uso do solo e presença de garagens. A análise estatística foi realizada por meio da Análise de Agrupamento Hierárquico, permitindo identificar padrões espaciais entre os logradouros e as áreas especiais da ZPE. Os resultados evidenciaram que a oferta e a demanda normativa de estacionamento apresentam distribuição espacial heterogênea, identificando áreas com diferentes níveis de pressão potencial por estacionamento, situações de maior equilíbrio entre oferta e demanda e áreas de maior saturação normativa, destacando-se a Praça Tiradentes como o espaço de maior pressão. Os agrupamentos obtidos demonstraram que a pressão potencial por estacionamento está relacionada não apenas às características físicas das vias, mas também à localização e à intensidade dos usos urbanos. |
| metadata.dc.description.abstracten: | This study aimed to analyze the relationship between the supply and the regulatory demand for parking spaces in the historic center of Ouro Preto, focusing on the area listed by the National Institute of Historic and Artistic Heritage (IPHAN), through the integration of georeferencing techniques and Hierarchical Cluster Analysis (HCA). Although the IPHAN-listed area substantially overlaps with the Special Protection Zone (Zona de Proteção Especial – ZPE), their boundaries are not identical. Therefore, this study adopted the IPHAN-listed area as the study area, corresponding to the spatial extent used in the analyses. The research is based on the premise that the morphology of historic urban areas imposes constraints on vehicular circulation and pedestrian mobility, intensifying conflicts between parking, walkability, and cultural heritage preservation. The methodology was exploratory and quantitative, adopting streets and public squares (public thoroughfares) as the unit of analysis. Data on the supply of public parking spaces were compiled, while the regulatory parking demand was estimated based on the Municipal Tax Registry and local land use and occupation legislation. In addition, physical and urban variables, such as street width, slope, land use, and the presence of garages, were integrated into the analysis. Statistical analysis was performed using Hierarchical Cluster Analysis, enabling the identification of spatial patterns among the public thoroughfares and the special areas within the ZPE. The results showed that the supply and regulatory demand for parking spaces present a heterogeneous spatial distribution, identifying areas with different levels of potential parking pressure, areas with a more balanced relationship between supply and demand, and areas with greater regulatory saturation, with Tiradentes Square standing out as the location experiencing the highest pressure. The clusters obtained demonstrated that potential parking pressure is associated not only with the physical characteristics of the streets but also with their location and the intensity of surrounding urban land uses. |
